Mister Rogers enters with a foot measurer and demonstrates how it is used. He shows shoes of different sizes. Mrs. Tabei visits Mister Rogers and shows how to make a bird and a giraffe using paper. Mr. McFeely brings Mrs. Tabei an invitation to visit the kindergarten. In the Neighborhood of Make-Believe, Lady Aberlin orders a rocking chair for her good friend. Mr. McFeely delivers a package containing a doll for Henrietta from Mr. Hollingsworth. Lady Aberlin and X the Owl admire Henrietta’s doll collection. They make plans to have a fair.
Mister Rogers brings in a suitcase full of Native American clothing. He puts on the jacket, moccasins, and a headdress. Native American dancers dressed in costumes perform several dances while one plays a drum. Mr. McFeely delivers Mister Rogers a genuine cradleboard. Mister Rogers shows how it is used. In the Neighborhood of Make-Believe, Handyman Negri measures a booth for the fair. Lady Elaine Fairchilde wants to be a cowgirl and asks Handyman Negri to be the bull. King Friday XIII is going to have a kissing booth. Daniel and Handyman Negri play the game Daniel will have at his booth at the fair. After the Neighborhood of Make-Believe, Mister Rogers talks about the Native American family.
Mister Rogers describes several different types of badges. Officer Clemmons arrives wearing his police badge. He explains that he is a special officer who instructs other police officers how to help people be safe. Mr. McFeely stops by to ask Officer Clemmons to issue the Neighborhood of Make-Believe a permit to have a street fair. In the Neighborhood of Make-Believe, the neighborhood is preparing for the fair. Officer Clemmons issues the permit. Back with Mister Rogers, he shows how badges are made. He explains that a badge indicates the occupation of whoever wears it.
Mister Rogers enters with an umbrella, wearing a raincoat and rubber boots. He demonstrates how the raincoat repels water. He counts the nine balloons he has prepared for the fair. Lady Aberlin enters wearing her clown costume. She is very sad because it is raining. Mister Rogers paints her a happy face. In the Neighborhood of Make-Believe, today is the day of the fair, and it is raining. Everyone except Mrs. Frogg is sad, because frogs like rain. Lady Elaine uses one of her magic tricks to make the rain stop. Everyone thanks her for helping. After Neighborhood of Make-Believe, Mister Rogers explains how wishing won’t stop the rain.
